Springfield requires dogs to be leashed whenever off the owner's property, including in every city park. Posted signs at the site take precedence.
Hours
Springfield city parks are open dawn to dusk; you may not enter or remain more than a half hour after sunset or before sunrise without the Superintendent's written consent. That's the town default unless posted otherwise.

Yes, the park's trails run along the lake's shore, though the lake itself has very limited public swim/launch access elsewhere (see Lake Lorraine Conservation Area / Lake Lorraine State Park).
